(The film is being released without any rating.) ''Tie Me Up! Tie Me Down!'' -which opens today at the Lincoln Plaza Cinemas - is mostly about Ricky who, when first seen, is being released from a mental hospital. Yet in ''Tie Me Up! Tie Me Down!'' these conceits are in the service of middlebrow conventions that, in ordinary circumstances, would receive a G rating instead of the X with which the new movie was threatened. Behavior that others would call antisocial is seen as purest innocence. Love is both romantic and a blunt instrument. The usual Almodovar idiosyncrasies are evident. Pedro Almodovar's ''Tie Me Up! Tie Me Down!'' is a surprisingly tame comedy to be made by the same Spanish director responsible for ''Matador,'' ''Law of Desire'' and ''Women on the Verge of a Nervous Breakdown.''
